Who actually regulates what

Two bodies split the job. iGaming Ontario, a subsidiary of the AGCO created for the market's launch, signs the commercial operating agreements with private operators. The Alcohol and Gaming Commission of Ontario registers those operators, writes the Registrar's Standards they must follow, and polices violations with real fines. When an operator misbehaves (misleading bonus terms, responsible-gambling failures), it is the AGCO that acts, and its enforcement actions are published.

For a player, the practical meaning is one sentence long: at a registered site, there is a provincial authority whose job is to take your side of a legitimate dispute.
